Landowner The Estate Office Shoreditch has unveiled plans for a 40-storey residential tower at 241 City Road in London, the anchor of a 400-home redevelopment a short walk from Old Street Station.
The scheme would replace an existing petrol filling station and fast-food restaurant with two residential buildings. The taller block would rise to around 40 storeys. A second building would step down to between six and 10 storeys towards Wharf Road, responding to the lower-rise buildings surrounding the site.
Both buildings would be linked by a podium containing commercial and community space.
The project would deliver up to 400 homes for rent, including affordable housing.
PRP is designing the scheme. DP9 is acting as planning consultant, and Kanda is leading consultation.
The site sits close to the City Road Basin tall-building cluster, where neighbouring towers include the 42-storey Carrara Tower, the 36-storey Valencia Tower and the 31-storey Canaletto Tower. A 40-storey addition would sit just below the cluster's current peak.
The development would also include landscaped terraces, new planting, public spaces and play areas, alongside extensive cycle parking and sustainable drainage measures.
Plans envisage a car-free development with active ground-floor uses, including retail space at the City Road corner and a separate community space towards Micawber Street.
The Estate Office Shoreditch has owned property around Shoreditch since 1966 and develops and manages residential, workspace, retail and leisure property.
Public consultation is now underway ahead of a planned application later this year. The project team is targeting a planning decision in 2027, with construction currently pencilled in to start in 2029.
