Key takeaways

  • Blaenau Gwent and Torfaen councils appointed the JV via Pagabo's Developer-Led Framework
  • The partners will spend 12 months reviewing strategic sites across both boroughs
  • No individual schemes or programme value have been announced
  • Prior regional delivery includes Ebbw Vale Leisure Centre and the Gwent Archives
  • The councils operate as federated authorities to accelerate regeneration

Willmott Dixon Developments and Cityheart will spend the next 12 months reviewing strategic sites across Blaenau Gwent and Torfaen after the two councils appointed their joint venture as strategic development and investment partner. The appointment runs through Pagabo's Developer-Led Framework, giving the pair a pipeline route into regeneration projects across the two South Wales boroughs.

No individual schemes have been announced. No programme value has been set either. What exists today is a mandate: assess development opportunities, attract investment, and bring complex sites forward for new homes, employment space and infrastructure improvements.

What does the appointment actually cover?

The structure matters for practitioners tracking public-sector work. Rather than a single project award, the deal establishes the joint venture as a standing partner to both councils, which are operating as federated authorities to accelerate regeneration and attract investment across their combined area. That federated model means one procurement relationship now covers two boroughs' strategic sites.

The first year is diagnostic. The partners will review sites across both boroughs and identify which can support homes, employment space and infrastructure improvements. Only after that review will concrete schemes and values emerge.

The framework route also signals how the councils chose to buy. Pagabo's Developer-Led Framework exists to cut procurement friction for public bodies seeking development partners, and selection through it positions the joint venture for call-offs without further competitive tension at scheme level.

A relationship with regional roots

The deal builds on prior delivery between Cityheart and the wider Willmott Dixon Group in the region, including Ebbw Vale Leisure Centre and the Gwent Archives. Chris Wheeler, national head of development (regeneration) at Willmott Dixon Developments, framed the new appointment as continuity: "Working alongside Cityheart, we're looking forward to supporting both councils as they explore opportunities across their strategic sites."

He added: "The wider Willmott Dixon Group has a longstanding presence in the region, including projects such as Ebbw Vale Leisure Centre and the Gwent Archives, and we're excited to build on that legacy to help create lasting opportunities for local communities."

Cityheart development director Benji Slater reached further back for justification, invoking the area's industrial history. "This part of Wales shaped the industrial world, and we have a rare opportunity to build on that heritage and local pride by unlocking long-term investment, creating new homes and jobs, and leaving a legacy that will last for generations," Slater said. "It's a hugely exciting opportunity, and we can't wait to get started."

Why it matters beyond the valleys

For contractors and consultants watching Welsh public work, the appointment concentrates a two-borough regeneration pipeline within a single joint venture, secured at framework level before any scheme has been defined. Suppliers chasing work in Blaenau Gwent and Torfaen will now find the client-side development route runs through Willmott Dixon Developments and Cityheart.

The next milestone is the site review itself. Until it concludes, the pipeline remains unpriced, unscheduled and unnamed — but its gatekeeper is decided.
