Pagabo has appointed 52 firms to its four-year developer-led framework for YPO, with Willmott Dixon and Hochtief each securing six of seven lots on the panel starting 19 October.

Pagabo has appointed 52 firms to its next-generation developer-led framework, a four-year deal for public buying body YPO that will run from 19 October until October 2030.

Willmott Dixon/Be Living and Hochtief PPP Solutions secured the broadest spread of places, each landing six of the seven lots. The line-up mixes contractors, developers and advisers picked to bring forward major regeneration schemes across housing, commercial development, mixed-use projects, education, healthcare and infrastructure.

Hill, Higgins, Hochtief, Stepnell and Wates Residential are among 17 new names joining the core developer line-up, alongside regeneration specialists including Urban Splash, igloo and Mount Anvil. Bruntwood, Vistry Partnerships, Equitix and VINCI UK Developments are among the previous panel members absent from the new arrangement.

What is new in this generation of the framework?

For the first time, Pagabo has included development consultants and legal providers on the panel. The firm says this gives clients a turnkey procurement solution offering ongoing support, full compliance, reduced risk, cost savings, greater collaboration and broader project outcomes.

How is the framework structured?

The framework gives local authorities routes to establish long-term development partnerships or strike agreements for individual sites and phased programmes. Its four core development lots cover:

  • Special purpose vehicle schemes below £100m
  • Special purpose vehicle schemes above £100m
  • Development agreements below £50m
  • Development agreements above £50m

Separate categories provide development consultancy, legal advice and management services. Appointments span eight geographic areas covering the whole UK, although individual firms' places vary by region and development type.

What did the first version deliver?

The previous framework delivered projects worth £10.7bn in gross development value and more than 36,000 new homes, according to Pagabo.

With the panel going live on 19 October and running until October 2030, the 52 appointed firms will compete for a pipeline of public-sector regeneration work that Pagabo's first-generation framework already proved could reach multi-billion-pound scale.
