Key takeaways

  • WKU and Gilbane Development broke ground on The Southern Gateway, a $350 million, approximately 1,000-bed housing complex.
  • Broeren Russo Builders of Champaign, Illinois, is general contractor; Gilbane Building performed early feasibility work.
  • The P3 includes a 50-year ground lease with Collegiate Housing Foundation of Fairhope, Alabama, as owner and borrower.
  • Gilbane says it generated more than $2.3 billion from public-private partnerships in 2025.
  • The complex replaces Hugh Poland and Douglas Keen Halls and opens in Fall 2028.

Western Kentucky University and Gilbane Development have broken ground on The Southern Gateway, a $350 million student housing complex on the Bowling Green campus, according to an announcement from the school.

The roughly 1,000-bed residential complex will replace two of WKU's oldest residence halls — Hugh Poland and Douglas Keen Halls — on the same site, the university said. Champaign, Illinois-based Broeren Russo Builders will serve as general contractor, according to a Gilbane spokesperson. Gilbane Building, the construction arm of parent company Gilbane, performed early-stage and construction feasibility work, Gilbane told Construction Dive via email.

What does the $350 million cover?

The project's price tag bundles three components, according to WKU:

  • Construction of the new residence hall
  • Debt defeasance
  • Significant facility repairs and renovations

Once complete, the new hall will offer a mix of private and semi-private suite-style rooms, along with lounges and shared spaces on residential floors, per WKU. Students will also have access to community kitchens, a 24-hour study area, new dining options and a multipurpose classroom.

How is the deal structured?

The Southern Gateway is the first phase of Elevate WKU, the university's plan to create new, modern living areas for students, per the announcement. Gilbane Development announced in April that it was selected to lead the public-private partnership.

The partnership includes a 50-year ground lease with the Fairhope, Alabama-based Collegiate Housing Foundation, a nonprofit student housing provider that will act as owner and borrower, per the April announcement.

For practitioners, that structure matters. The university offloads ownership and borrowing to a nonprofit while locking in a developer for a multi-decade horizon — a model that shifts long-term facilities risk off the institution's balance sheet.

The build adds to Gilbane's track record in leveraging public-private partnerships, which the Providence, Rhode Island-based company has touted in the past. The company says it generated more than $2.3 billion from P3s in 2025 across higher education, health sciences and social infrastructure.

WKU expects to open The Southern Gateway in Fall 2028, giving the university roughly three years to phase out Hugh Poland and Douglas Keen Halls while the replacement rises on the same footprint.
