Three contractors signed military construction contracts to close out the last week of the third quarter, with project wins from branches within the Department of Defense and Homeland Security.

The U.S. Air Force selected Turner Construction as part of its $900 million Facilities Acquisitions for Restoration and Modernization III program, according to a Wednesday news release from the New York City-based contractor. The initiative focuses primarily on work at the Arnold Engineering Development Complex, located at Arnold Air Force Base near Tullahoma, Tennessee, according to a March RFP for the project.

The program picked eight contractors in all. It covers mechanical and electrical work, instrumentation, data systems and controls, design-build services and construction, according to Turner's announcement. The Air Force will award projects through individual task orders during the contracting period, which extends through Sept. 4, 2034.

Turner said the award builds on its successful delivery of projects through the FARM I and FARM II programs at the complex. The company supported restoration, modernization and reconfiguration of critical facilities and infrastructure at AEDC.

Granite Construction announced its win the day before Turner, and practically on the other side of the world. The Watsonville, California-based contractor achieved Cybersecurity Maturity Model Certification Level 2 earlier this year as part of its focus on government contracts.

Granite nabbed a $165 million task order award for its GO3JV on Guam, according to a Tuesday release. The firm said the project would construct key components of the Guam Defense System Forward Operating Sites for the Naval Facilities Engineering Systems Command.

The win comes via a partnership with Japan-based Obayashi, Granite confirmed to Construction Dive via email. It marks the third joint venture between the two companies on Guam. They have also worked on projects at Anderson Air Force Base and Marine Corps Base Camp Blaz.

Work on the current project includes site preparation, utility installation, facility construction, transportation improvements and related infrastructure. Granite anticipates construction on the Guam Defense System project to begin this year, with completion slated for late 2029.

A Tutor Perini subsidiary will also perform work on the island territory. The Los Angeles-based contractor said in a Sept. 23 news release that Black Construction won a $45.2 million contract to reconstruct bridges along Route 1 on Guam. The project scope covers the Laguas and Asan Culvert bridges on the roadway, also known as Marine Corps Drive.

Black will begin work in the coming weeks, with substantial completion anticipated in early 2029.

Tutor Perini said in a Sept. 24 news release that another subsidiary had won a $43 million contract with the U.S. Coast Guard for work at East Tongue Point in Astoria, Oregon. Perini Management Services will design and build the project, which includes construction of a new fixed pier, two floating docks and a new uplands Maintenance Weapons Division cutter support facility.

Work on the Astoria homeport is slated for completion in May 2029, according to the release. With task orders flowing through 2034 under the FARM III program, Turner and its seven fellow contractors could see steady Air Force work for nearly a decade.
